i'm responding selectively to my own experience bill.
i don't work as a publicist any more, but i did for many years in toronto.
i always recommend to artists that retaining a publicist is *the* most
critical decision in their career, especially when they are launching a CD
or trying to raise profile thru a bigger than normal gig. (more important
than an agent or manager, and i've done those jobs too.) project based
promotion is supported by factor and canada council. you can't afford not
to do this. and many artists don't bother, or leave it late in their
budgeting, which leaves them slim choices.
btw, yvonne has landed on the east side of the college street music strip
at *rancho relaxo* a 150 seat or so second floor venue that is long and
thin with a low ceiling. sound familiar? i was there for a fine night of
brothers cosmoline on friday. i don't think her email is too exclusive:

(further on the yvonne gossip trail, i understand former el mocambo booker
dan burke's efforts to launch the el mo at the old ted's location is
stalled due to the absence of a liquor license. watch for the ground floor
of the elmo to re-open soon.)
